# Condo Water Seepage and Leak Repair

In a condo, the first question is whether the leak starts in a unit or in common property. [Request an inspection](#request)

Ceiling stain under a neighbour's bathroom
An inter-floor leak between two strata units.

Water through a wall beside a planter
Planter linings and outlets fail with time.

Leak from a concealed pipe in the ceiling
Could be a unit pipe or a common-property pipe.

Management and neighbour disagree
BCA's guidance sets out the steps.

[Seepwise](/) covers leak repair and waterproofing for condominiums across Singapore. Here is what is different about condominiums, and who is responsible for what.

## What makes leaks in condominiums different

Condominium leaks sit inside the strata framework. BCA's guide on water seepage starts from the question that decides everything: whether the seepage originates within a strata lot or at common property, for example a burst pipe in a unit versus a leaking roof ([BCA Guide 13](https://www1.bca.gov.sg/docs/default-source/docs-corp-regulatory/building-maintenance-and-strata-management/bca_guide-13_water_seepage.pdf)).
BCA recommends a joint inspection by the affected parties and the management corporation or managing agent to establish the cause before repairs. It treats damages and compensation as private matters to settle amicably between the parties, and points any dispute to the Strata Titles Boards ([BCA Guide 13](https://www1.bca.gov.sg/docs/default-source/docs-corp-regulatory/building-maintenance-and-strata-management/bca_guide-13_water_seepage.pdf)). A detection report with moisture readings and dye-test results is what makes that inspection quick.
Condos add details HDB flats rarely have: built-in planters along living rooms, balconies over the unit below, and concealed pipes running through ceilings that may serve several units. Each needs its responsibility settled before work starts, which is why the inspection notes whose element the leak comes from.

## Who is responsible for what

 Situation Who is responsible
Leak from a fitting inside a unit That unit's owner, generally
Leak from common property (roof, common pipes) The MCST
Cause disputed Joint inspection with the MC/MA; disputes to the Strata Titles Boards
Compensation for damage Settled privately between the parties, per BCA

## Services for condominiums

- Water leak detection: Find it before you hack it. Detection is cheaper than opening the wrong wall.
- Ceiling leak repair: Find where the water enters, fix it at the source, and know who pays before work starts.
- Balcony and planter box waterproofing: A planter is a box of wet soil sitting on your slab. When its lining fails, the room next door finds out.
- Water seepage repair: Bubbling paint and white powder on a wall are water moving through it. The source decides the fix.
- Toilet waterproofing: A wet area that stays dry for years needs three things done in order: membrane, screed, test.

## Questions about condominiums

Who pays for water seepage in a condo? +
It depends on where the seepage starts: inside a unit or at common property. BCA recommends a joint inspection with the management to find the cause, with damages settled privately. Where do condo leak disputes go? +
BCA's guide points disputes about water seepage to the Strata Titles Boards. Should I call the management or a contractor first? +
The management, so a joint inspection can be arranged. A detection report helps that inspection reach a finding. Is a planter on my balcony my responsibility? +
It depends on whether it is part of your strata lot or common property under your development's plans and by-laws. Ask the management. Can a leak be fixed before the dispute is settled? +
Urgent containment can happen at once. Permanent repair is best agreed after the cause is recorded, so the evidence is not lost.
