What happens on the first visit

Singapore's rain decides the timing
Singapore's Northeast Monsoon runs from December to early March, and its early part, December to early January, is the wettest period of the year, with monsoon surges that bring prolonged heavy rain. Afternoon thunderstorms are common between the monsoons, from late March to May and October to November (World Bank Climate Knowledge Portal). Annual rainfall has also trended up, from 2,192 mm in 1980 to 2,727 mm in 2014 (NCCS).
The practical consequence: roof work is easiest to schedule in the drier spells, and a roof that is already marginal tends to fail in December.
Which system fits which roof
Flat concrete roofs are usually waterproofed with a torch-on bituminous membrane or a liquid-applied membrane such as polyurethane, over a properly prepared and sloped surface. Ponding water on a flat roof shortens the life of any membrane, so falls to the outlets matter as much as the product.
Metal roofs mostly leak at the laps between sheets and at screw holes as fixings corrode. The fix is usually re-sealing laps and fixings or a liquid membrane over the problem area, rather than a new roof.
Tiled roofs leak at cracked or slipped tiles, ridges and valleys, and at flashings where the roof meets a wall.

The substrate (cracks, existing layers, slope) changes the price more than the membrane does, so any firm price given over the phone is a guess.
