Does HDB Pay for Spalling Concrete Repairs?

Updated 2026-10-10 · by Seepwise

Short answer: Sometimes. New HDB flats carry a 10-year warranty on spalling concrete. During the Home Improvement Programme, spalling repair is fully funded by the Government. Outside those, owners can request HDB's Goodwill Repair Assistance, where HDB carries out the repair and co-pays 50%, and the owner pays the other half.

Seepwise writes these guides from HDB, MND and BCA sources and published Singapore price data; each claim links to where it comes from.

Why spalling happens, and why it is the owner’s problem

HDB explains spalling as a natural deterioration of the embedded steel bars: as they corrode they expand, and the concrete cover breaks off. It shows up most in bathrooms, where high humidity speeds it up, often first as ceiling cracks (HDB). Because the inside of the flat is the owner’s to maintain, spalling repairs are the owner’s cost unless one of the routes above applies.

GRA or your own contractor?

GRA halves the bill, and HDB arranges the work. Engaging a contractor yourself means paying the full cost, but you choose the timing. Owners with a small, early patch often go direct; owners with a large area tend to take the GRA route. Either way, the repair method is the same: remove loose concrete back to sound material, treat the steel against corrosion, rebuild with repair mortar, seal and repaint.

What it costs if you go direct

A 2017 report quoted spalling repairs from around S$300 for a phone-sized patch to S$1,200 for an entire HDB toilet ceiling (PropertyGuru). Prices have risen since, so treat those as a floor. See spalling concrete repair cost.

Keep it from spreading

HDB’s prevention advice is simple: repaint ceilings regularly, improve ventilation in wet areas, and seal ceiling cracks promptly. Neglected spalling can spread and become a safety hazard (HDB).

Bottom line

Check the warranty and HIP first: either can make the repair free. Otherwise GRA pays half, at HDB’s pace. If you would rather choose the timing, request an inspection and a specialist will scope the repair and the paperwork.

More questions

What causes spalling concrete in HDB flats?

HDB attributes it to embedded steel bars deteriorating, which pushes off the concrete cover. Bathrooms are most affected because humidity speeds it up.

Is the GRA route slower than hiring my own contractor?

It can be, because HDB schedules the work. The trade-off is half the cost against speed.

How do I stop spalling coming back?

HDB advises repainting ceilings regularly, improving ventilation in wet areas and sealing ceiling cracks promptly.
