Is Spalling Concrete Dangerous?

Updated 2026-10-10 · by Seepwise

Short answer: It can become dangerous. Early spalling, hairline cracks with rust stains, is a maintenance issue. Spalling that bulges, sounds hollow or has loose pieces can fall, which is why HDB warns that neglected spalling can spread and become a safety hazard. Keep clear of loose sections over beds, sinks and walkways and get them inspected.

Seepwise writes these guides from HDB, MND and BCA sources and published Singapore price data; each claim links to where it comes from.

The stages

StageWhat you seeRisk
EarlyHairline cracks, faint rust lines on the ceilingLow, cheapest to fix
DevelopingBubbling or bulging plaster, wider cracksPieces may loosen
AdvancedExposed rusty bars, chunks already fallenFalling concrete: keep clear

HDB describes spalling as the concrete cover breaking off as embedded steel bars deteriorate, most often in bathrooms where humidity speeds it up, and warns that if neglected it can spread and become a safety hazard (HDB).

What to do today if it is loose

  1. Keep people out from under the area, especially over a bed, sink or doorway.
  2. Do not pull at hanging pieces from directly below.
  3. Photograph it with the date.
  4. Get an inspection: the specialist sounds the area to find how far the hollow section extends.

How it is made safe and repaired

Loose concrete is removed back to sound material, the steel is cleaned and treated against corrosion, the section is rebuilt with repair mortar, then sealed and repainted. See spalling concrete repair.

Prevent the next one

HDB’s advice: repaint ceilings regularly, improve ventilation in wet areas, and seal ceiling cracks promptly (HDB). A bathroom exhaust fan run after every shower does more than any coating.

Who pays

New HDB flats: 10-year warranty. HIP: fully funded. Otherwise HDB’s Goodwill Repair Assistance co-pays 50% (MND). Details: Does HDB pay for spalling concrete?

Bottom line

Hairline and rust lines: book a repair soon. Bulging, hollow or loose: keep clear and get it made safe now. Request an inspection and say it is loose; it gets priority.

More questions

How do I know if spalling is serious?

Bulging plaster, exposed rusty steel, pieces already fallen, or a hollow sound when tapped all mean it has progressed.

Can spalling cause a ceiling to collapse?

Spalling breaks off the concrete cover in pieces; it is the falling pieces that injure. Loose sections should be made safe quickly.

Is it covered by HDB?

New flats have a 10-year warranty; HIP repairs it free; otherwise HDB's GRA co-pays 50%.
